Add tel:// link to Contact and Company Phone Numbers

I was taking a look at the code for the contact_edit.php and contact_edit.tpl.php files. I was hoping to be able to add a link like the following to all phone numbers entered and displayed in the system. Anyone have any insight into how best to import this code into the system?

<a href="tel://123-456-7890">123-456-7890</a>
